國際組織創(chuàng)新學(xué)院常務(wù)副院長、偉德國際1946bv官網(wǎng)副院長，長聘教授。無人系統(tǒng)規(guī)則制定聯(lián)合體秘書長（前執(zhí)行主席），國際空間安全促進會治理委員會主席。
推動無人航空器系統(tǒng)、亞軌道飛行、臨近空間運行等航空航天新興科技發(fā)展、應(yīng)用與實踐；領(lǐng)導(dǎo)國際專家制定了在全球70多個國家實施的無人航空示范規(guī)則，提出了專屬利用空間（EUS）國際法律制度。
長期參與空管體制改革，航空航天政策和法律制度制定，在《航空法》《航天法》《民用航空法》《無人駕駛航空器飛行管理條例》《空域管理條例》《飛行基本規(guī)則》《通用航空飛行管制條例》等立法工作中擔(dān)任起草組、專家組成員。
聚焦航空航天、數(shù)字經(jīng)濟、人工智能和北極治理等領(lǐng)域，培養(yǎng)國際組織和全球治理人才。
主持國家級、省部級以上科研項目40余項，在SSCI /CSSCI 重要期刊發(fā)表論文30余篇，創(chuàng)立了 Journal of International and Comparative Law。
Professor LIU Hao possesses an in-depth knowledge and extensive experience in Air and Space Law, AI and Digital Economy, and Global Governance. His professional journey has been marked by a dedication to the advancement of emerging technologies and aerospace operations, including unmanned aviation, sub-orbital flight, Higher Airspace Operation (HAO), commercial space ventures, and the integration of the digital economy with artificial intelligence.
Actively participating in key international organizations such as the International Civil Aviation Organization (ICAO) and the Joint Authorities for Rulemaking on Unmanned Systems (JARUS), Professor LIU Hao plays an instrumental role in driving innovation and supporting the emergence of new businesses in the aerospace sector.
Since 2009, he has been deeply involved in shaping the air, space, and digital economy legislation within China, making significant contributions to the field's development and progress.
Professor LIU Hao holds the positions of Secretary General of JARUS, Executive Dean at the School of Global Governance, and Vice Dean at the School of Management, Beijing Institute of Technology (BIT).
He focuses on the education of talents for international organizations and global governance in Aerospace, Digital Economy and AI, and Arctic Science Diplomacy and Governance.
